Abstract
During the 2016 BRICS Summit in Goa, India, strengthening exchanges and cooperation in digital economy among the BRICS countries was first proposed and the ICT Development Agenda and Action Plan were passed. Later, China, which assumed the rotating presidency of 2017 BRICS Summit, initiated that the priority be put on the establishment of a digital experience sharing mechanism and the development of digital economy.
