Abstract

The role of legal regulation is to define five relationships. First, it determines whether the relationship between the realtor and client is agent or intermediary. Second, it sets an industry admittance threshold. Third, it defines broker practice guidelines. Fourth, it constructs a mechanism for industry complaints and penalties. Fifth, it provides a protection mechanism for realtors.
