Abstract
Based on the discussion of the emergency management setup, emergency mechanism, and emergency legal system above, this section elucidates a relatively complete emergency management system. Functionally, a complete emergency management system needs to not only perform functions such as emergency command and coordination and emergency handling and implementation, but also implement the rescue according to the present situation of emergency resources layout and the likelihood of emergency dispatching.
