    In order to understand and deal with overcapacity theoretically, we need to determine the standard of overcapacity. Some people regard the capacity utilization rate of 81–82% as a cut-off point; while some people regard the capacity utilization rate of 78% as the cut-off point referring to the standard of the National Development and Reform Commission.
