Abstract
Recently, China has promulgated policies to support education in ethnic communities by promoting the circulation of teachers in primary and middle schools. According to “China’s Medium and Long-Term Plan for Education Reform in 2010–2020” published in July 2010, the state will “accelerate the reform of weakly conditioned schools, improve the quality of teachers, establish a mechanism to regulate the rotation of teachers and principals within the county (district), and double the efforts to help minority and ethnic groups raise the overall level of education.
