Abstract

Analyzing local government actions has always been one of the key approaches to comprehend social and economic development of contemporary China. Theoretically speaking, the understanding of government actions is mainly based on the theory of public choice and that of public finance. In simple terms, the theory of public finance regards the government as a necessary organization for providing public goods and public services.
