Abstract

As the preceding chapters have made clear, the first HIV outbreaks in China did not lead to an immediate, high-profile, nationwide response. This was in part because of straightforward denial, but there were other reasons behind the failure to act. The most important of these was that when HIV first started to spread in a corner of the nation far from the capital, officials simply did not know what to do.
