Abstract
The perspective that is the foundation for this chapter is ‘regulation’. The first section clarifies the differences between the terms ‘regulation’ and ‘registration’ and why ‘regulation’ is the chosen term for this perspective. The second section notes three observations regarding the scope of professional registration, the role of the states in that process and the fact of the existence of a broader set of rules and regulations. The next section explains the rather chaotic state-based registration scheme, which I have called the Foveaux System. Then follows a section recording efforts to change the Foveaux System during the twentieth century. The following section, and the major part of the Chapter, covers the introduction, structure and organisation of the national registration for select health professions. There are also critical comments on features of the scheme. National regulation beyond the health professions is explored in the next section by reference to veterinarians and the legal professions. The Chapter concludes with the important assertion regarding CPE that under the new national registration scheme, CPD has become MCPD.
