Abstract
This introduction offers a general framework to understand public service innovation (PSI) and applies this concept to the China context by exploring the types, causes, and effectiveness of PSIs in China, and the innovators. We specially use a survey of governmental officials in Shanghai to disclose their perceptions about PSIs.
