Abstract
ICT pays a vital role in research and research quality improvement. Research quality in India is improving with ICT usage but overall quality of research is not up to mark. Efforts are made to analyze the higher education infrastructure with research institutions in India. The overall infrastructure and the process of research quality monitoring and control are discussed in this paper. The availability of information and data is addressed and how it can be used for improving the research output of the country. Overall, there is no Indian university in top 200 listed universities of the world. The accountability of the system with research quality is addressed in the paper. ICT can play important role in improved transparency and accountability in research quality improvement and research informed teaching and learning.
