Abstract
The place of the learner is central to debates on higher education (HE) reform and, indeed, macro and meso considerations of competition and collaboration. As national systems of HE in Europe and globally become increasingly marketised conceptualisations of the learner have crystallised around the metaphor of the student as the consumer (Molesworth et al., 2009).
