Abstract
This paper compares the explicit and implicit objectives established by the Program for International Student Assessment (PISA) of the Organization for Economic Cooperation and Development (OECD) with those of developing Latin American countries as expressed in their regulations and action lines. In particular, we will consider the cases of Argentina, Brazil and Chile with a focus on secondary education,1 since this level presents the biggest challenge for Latin America.
