Abstract
Within western societies great gains have been made in terms of social inclusion and self-determination for people with physical and intellectual impairment. Only a short time ago people with impairment were often hidden away in the attics of private homes or locked away in institutions. More recently the responsibility for the social inclusion of impaired people as fully active citizens has been accepted and taken up by secular governments.
