Abstract
Recent wide-scale reforms in the higher education sector in Russia affect all segments of the academic market. In mass education, the goal is to improve quality, to provide equal access for high-quality education to young people from different backgrounds, and also to improve efficiency of government spending by closing inefficient higher education institutions.
