Abstract
Since the late 1970s, the government of the People’s Republic of China aggressively promoted modernization through international scholarly and technological exchanges. This policy directly increased the U.S.-China educational exchange (Lampton et al., 1986). After the two countries agreed to exchange students and scholars in 1978, the number of students coming to the U.S. soared.
