Abstract
Following the EU expansion agenda for higher education, universities and equivalent institutions across Europe have experienced a remarkable increase in autonomy during recent decades. This increased autonomy has also led to severe changes in the funding mechanisms. More specifically, funding mechanisms have changed from earmarked budget systems to lump sum systems, and from budget frames based on historical allocations to an increased emphasis on outputs (Magalhães et al., 2012).
