Abstract

A balanced assessment of the performance of public higher education is appropriately undertaken within the context of community interests served. Public higher education in the United States is not a system. It is a composite of institutions that evolved over time with distinctive missions, purposes, and constituents. Some elite public research universities are recognized worldwide for their contributions to knowledge over a broad range of academic disciplines.
