Abstract

One of India’s smaller states offers some interesting lessons concerning higher education and its role in development as well as alternative approaches to higher education policy. The state of Kerala, on India’s southwest coast, is unusual in the Indian context. The state’s social and political circumstances have contributed to its higher education development.
