Abstract
Educational Effectiveness Research (EER) addresses the questions on what works in education and why. Over the last two decades, the quality of EER has increased considerably by the use of improved research designs, sampling strategies, and statistical techniques. Methodological advances, particularly the availability of particular software for the analysis of multilevel data, have enabled more efficient estimates of teacher and school differences in student achievement to be obtained (Goldstein, 2003).
