Abstract
Thus, the title and some parts of the text of the 2011 strategy document highlight the importance of “learning”, but the focus on learning” (or, more precisely, learning outcomes) is not really new. As we will see, these issues also appear in previous World Bank strategy documents (1995 and 1999).
