Abstract
In this chapter we pursue the contested concepts of ‘lifelong learning’, ‘the learning society’, and associated concepts. Initially, we explore the concept of lifelong learning, especially the policy context. Lifelong learning policy is discussed at a global, national, and local level, given its all pervasive character. Included here are related concepts of ‘the learning organisation’ and ‘the learning city/region’, terms which are increasingly used by progressive administrations.
