Abstract
The higher education system in Brazil has been experiencing alternatives and modifications mainly from the 1990s with the objective to increase the competitiveness of the economy in the globalization world and strengthen democratic values (Dias Sobrinho & Brito, 2008; Cunha, 2004, 2007). Besides the strong and rapid expansion of higher education both in the number of institutions and on total registrations there have been important changes in the Brazilian educational policies.
