The Norwood Report and the Education Act 1944

Abstract

In October 1941, a committee of educationalists was appointed by the Board of Education to consider “changes in the Secondary School Curriculum and the question of School Examinations in relation thereto” (Norwood Report, 1943, p. v). In 1943, the committee produced its report entitled Curriculum and Examinations in Secondary Schools. This report is commonly referred to as the Norwood Report, after its Chairman, Cyril Norwood. We agree with Cook (1999, p.157) when she says that the concept of character building permeates this report.
