Investment Policy Design, Process and Implementation in Kosovo

Abstract

This paper examines the role of the different policy actors in the field of investment policy in Kosovo, within a broader discussion of investment policies adopted by the Western Balkan countries in attempting to establish an attractive environment for investments. The paper argues that fragile democratic process, weak rule of law and widespread corruption continue to operate as strong repellents to potential investors. More concerted reform process to include a multitude of stakeholders is required to design more comprehensive policies that will not serve particular group interests but would facilitate participation of a broader set of actors and consequently, provide more conducive environment for the implementation of agreed policies. Better cooperation among policy actors is necessary to both improve the policy design and policy implementation intended to create more favourable investment environment in Kosovo.
