Abstract
One of the peculiarities of the British Civil Service is that as a rule its senior administrative members move from one branch of the Service to another at fairly frequent intervals during their career. The administrator is regarded not as an expert in any particular field of governmental activity, but as an expert in the art of science of administration who can bring his general knowledge and experience to bear on the specific problems of any branch of government.
