Abstract
“Numerical forecasts,” as announced in the subtitle to this study, were the first focus of the present exercise in educational futurology. It turned out, however, that the meaning of such numerical projections depends upon the social context within which they are interpreted. Without an intentional frame of reference which reflects the overall structure of society, educational planning as well as budgeting for the future would be idle.
