Abstract

Already in 1916, the continental shelf was mentioned in connection with fisheries. In the Report to the League of Nations, 192752, p. 63, we are informed that:

“At the National Fishery Congress held at Madrid in 1916, Odón de Buena, who is now Director-General of Fisheries in Spain, urged the necessity of extending the territorial sea to include the whole of the continental shelf”.
