Résumé

Il faut bien reconnaître que les efforts déployés jusqu’à ce jour par les Nations Unies en vue de réaliser un accord sur le désarmement se soldent par un échec. Ils se sont heurtés à des obstacles d’ordre technique et surtout politique qu’il n’a pas été possible de surmonter; de sorte qu’après douze années de négociations presque ininterrompues, poursuivies il est vrai dans des conditions que la tension internationale, la méfiance, la menace constante de nouveaux conflits, rendaient particulièrement précaires, la solution de ce problème essentiel à la sécurité du monde paraît aussi éloignée qu’au premier jour.

Abstract

It must be recognised that the efforts hitherto made by the United Nations to achieve an agreement on disarmament have met with failure. They have come up against obstacles of a technical and, especially, of a political nature which it has not been possible to overcome; so that after twelve years of almost uninterrupted negotiations, which have been carried on in conditions made particularly precarious by the international tension, mistrust and the constant threat of new conflicts, the solution of this problem, which is essential to the security of the world, appears to be as far off as it was on the very first day.
