Abstract

In a general way, international labour standards are binding only on those States which have ratified ILO Conventions. In addition, the Constitution of the ILO, which is binding on all States Members, creates certain obligations for them, irrespective of whether or not they have ratified a particular Convention. These are the obligation to submit the Conventions and Recommendations before the national ‘competent authority’, the obligation to respect certain fundamental principles and the obligation to supply reports on unratified Conventions and on Recommendations.
