Abstract
The Swedish Parliament will often enact widely phrased ‘frame’ legislation in which the Government is frequently authorised to provide further details and to sub-delegate technical matters to a subordinate agency such as the National Authority for Shipping and Navigation. Under such powers that Authority each year issues a large number of regulations relevant to shipping. These often have mainly local interest, but the particularly wide delegation in the Government’s Pilotage Ordinance (1982: 569) and the correspondingly wide coverage of the Authority’s Pilotage Regulation (Authority’s number 1985: 5) makes these provisions worthy of special notice.
