Abstract
For decades, the Northern Sea Route has been one of the most contentious legal and political issues in U.S.—Soviet/Russian Arctic relations. Importantly, however, the title of this speech in the programme should have contained a question mark (?) Presently, a high profile dispute is by no means a characteristic of the NSR legal regime.
