Abstract
The Act on Environmental Impact Assessment Procedure of 1994, section 24, demands that environmental impact shall be investigated and assessed to a sufficient degree when an authority is preparing plans, policies and programmes, which may have significant environmental impact once implemented. The Act applies to policies on taxation, payments and subsidies, and also to plans, programmes and policies concerning e.g. the environment, energy, transport, industry forestry and agriculture. The legal obligations of the EIA Act also apply to administrative and financial planning of authorities, and to regional development plans.
