Abstract
Envelopes of Relative Operating Characteristics (ROC) display graphically the overall reliability of flood warning systems within a region. The purpose of ROC envelopes is to provide information for strategic planning and policy decisions. This study presents ROC envelopes of warning systems for uncontrolled rivers in Pennsylvania during the 1960–80’s.
