Abstract
The scholarship that has developed in the last 30 years in the analysis of disasters includes conclusions that question commonly held assumptions about the unpredictability and inevitability of disasters. Even natural disasters such as earthquakes have effects which depend on the preparedness or vulnerability of the populations involved.
