Abstract
Delivery means, while hardly constituting a weapon in themselves, represent a multiplier of weapons of mass desruction (WMD) capabilities. They have, therefore, a fundamental impact on the extent to which a country can deter, but also threaten, neighbouring states or states belonging to different geographical regions. Delivery systems and infrastructures thus have a significant impact on the strategic equation both at regional and global levels.
