Abstract
The significant progress made in the field of weapons of mass destruction disarmament is bringing to our attention the enormous financial implications and technical problems connected with such developments. A new “cooperative approach” to disarmament, as well as to non-proliferation, is being devised. The P8 Moscow Summit addressed these new problems at the highest level.
