Abstract
Climate relates to many sectors of human society and economy. Climate itself is variable in time and space as are human affairs. That climate is a potent factor in the development of human affairs cannot be gainsaid. Directly through physiological effects and indirectly through other environmental conditions, climate plays a fundamental role in the entire spectrum of human endeavour, from economic to social to cultural; the problem is, however, to ascertain, much less to evaluate, in tangible or quantitative terms, the exact nature of the relationship. This is primarily because humans react to their environment as they perceive it, and optimum climate is variable with space and time. Human perception is a function, among other things, of culture including all mentifacts, sociofacts and artifacts available to a particular society. Cultural dynamics plays an important role in the evaluation of the opportunities, challenges and constraints of the climatic environment and of the nature of human response.
