Abstract

Against the background of an analysis of the geopolitics of the climate change issue, this chapter applies the insights from the rest of the book to understand the implementation of European leadership. It argues that taking the next step in the climate change regime may require EU ratification and implementation ahead of the US and new coalitions to bring Kyoto into force. This can only be achieved with sophisticated leadership and new approaches that harness the strengths and diversity of the European Union.
