Abstract
A lack of consolidation of fragmented and scattered land holdings can be attributed as a major impediment to development of extensive irrigation needed for modernization of agriculture in Assam and in other north eastern states. Providing a brief discussion of closely related issues of rainfall, flooding, land holding, and cropping systems, this chapter discusses irrigation development
