Abstract
Every State has a clear choice between Law and Intervention in its economic affairs. That is, one of its options is to legislate, especially in relation to property rights, so as to provide a framework within which independent economic agents are free to act on their own initiative; such legislation will reflect agnosticism on the part of those who run the State, about their ability to know which direction economic activity ought to take, and/or doubt about the possible value of action on their part, when weighed up against its possible harm.
