Abstract
This chapter assesses the achievements of co-operative agreements (CAs) in the context of European water policy objectives, and in terms of their environmental effectiveness and economic efficiency. The assessment draws on the results of surveys undertaken in Germany and a large number of detailed case studies examined across Europe where CAs currently exist (reported in Heinz et al., 2002).
