Abstract
The goal of our project was to identify and define the nature of an electronic record and the conditions necessary to ensure its reliability and authenticity during its active and semi-active life. Thus, the project’s orientation was both conceptual and methodological. The conceptual work consisted of the identification of the components of a record, and the conditions necessary to create a reliable and authentic record in both paper and electronic recordkeeping environments, as detailed in the previous two chapters. The methodological work consisted of the elaboration of methods for creating and maintaining reliable and authentic electronic records based on that conceptual foundation, as detailed in this chapter and the next. This chapter examines specifically the principal methods we have identified for creating, maintaining, and retrieving electronic records as records (rather than as data or information), while the next one examines the principal methods for ensuring their reliability and protecting their authenticity.

An agency should use, as a basis for thesaurus construction, the appropriate national or international standard, e.g., ANSI/NISO Z39.19–1993 (Guidelines for the Construction, Format and Management of Monolingual Thesauri), ISO 2788–1986 (Guidelines for the Establishment and Development of Monolingual Thesauri), ISO 5964–1985 (Guidelines for the Establishment and Development of Multilingual Thesauri); ISO-5963–1985 (Methods for Examining Documents, Determining their Subjects and Selecting Indexing Terms.
The thesaurus (known as the STAR Thesdex) was developed by the Nova Scotia government in conjunction with the Standard for Administrative Records (STAR) scheme for the classification of the records of the government of Nova Scotia and its agencies. The Thesdex (i.e., thesaurus and index) is a collection of access points and a guide to terms used in STAR consisting of an alphabetical list of terms used in the main groups, primaries, secondaries, and explanatory notes of the STAR classification scheme, along with linkages to related terms. STAR is described in more detail in Chapter 4.
