Returns of Labour Market Training under Conditions of Recession

Abstract

The study looks at the effectiveness of labour market training (LMT) in Finland from the point of view of the individual trainee. LMT is offering training opportunities to the disadvantaged in the labour markets, mainly for the unemployed, i.e. for people who in their current life situation are excluded from adult education through vocational institutions and through in-company training. Responsibility for the planning, development and execution of LMT in Finland lies with Labour Administration who purchase services from different training suppliers. The number of people who have started LMT has, in recent years, been some three to four per cent of the Finnish labour force. The duration of LMT courses is on an average three to four months.
