Abstract

After the state reform of 1988, Flanders wanted to act differently and achieve more than Belgium. The Flemish Minister-President Geens declared on 8 November 1988 that: ‘We shall have to prove to the current and future generations that what we do ourselves, we do better’ and ‘The Flemish policy institutions must prove in this new structure that, thanks to the full autonomy in such a vital sector for our community as the education of our youth, in Flanders a different method can be applied’ (Vlaamse Raad 1988).
