Abstract
In the preceding chapter the first part of the case study was presented. In that chapter the second research question was answered, and the context of decision making on international Scheldt issues between 1967 and 1997 was described and analyzed. The second part of the case study comprises a reconstruction and analysis of decision making on international Scheldt issues in the period indicated. This chapter focuses on the period between 1967 and 1985. Decision making in the periods between 1985 and 1993, and between 1993 and 1997 will be addressed in the Chapters 6 and 7.
