Abstract
The objective of this chapter is to present a conceptual framework for the analysis and explanation of decision making on international river issues. In Chapter 3 this framework will be used to elaborate the problem statement introduced in Chapter 1, and to formulate several research questions. Subsequently, these research questions will be answered in part II of this book, which contains the case study of decision making on international Scheldt issues.
