Abstract

As I write this paper in December of 1992, armed forces (mainly from the United States of America) are landing in Somalia for the stated purpose of helping to get food to the countless persons in that region who are facing starvation. For present purposes I will simply assume that the stated purpose is the true purpose and will regard this as a humanitarian intervention in Somalian affairs. Action of a similar sort is being contemplated for other regions—e.g., Bosnia-Herzegovina.
