Abstract

The difficulty of outlining what would be a political will common to the European Union in family matters is commensurate with a double uncertainty:

  • That stemming from the aim of a policy as regards: “family policy”, “policy regarding the family” ? All these doubts concerning the title stem from the act of juxtaposing “family policy” and “European Union” which appears to be more in keeping with an eventual declaration of intention than with a perceived reality. From a research viewpoint, if one refers to the treatment of family policy in the past as well as the present, in the various Member States of the European Union, it is certainly more in terms of social policy or modes of integration of family policy measures within systems of social protection, that one should speak. It is within this framework that the family question is most often approached.

  • That stemming from this entity one calls “The European Union”. Neither the equivalent of a Nation-State, nor the equivalent of a confederation of states like the United States of America, having a genesis more economic than political, what can be the place of the family question (the social question as well for that matter) in such a historical and political context?
