Abstract

The focus of this paper is on environmental services financing rather than environmental infrastructure. There is no general agreement on the precise scope of “environmental services”: it includes services such as waste collection and treatment, water purification and distribution, wastewater collection and treatment, street cleaning, snow removal, street lighting; it may also include parks and recreation, energy (power, gas) production and distribution; some people would go as far as including public transportation, or the regulation of private transportation, as well as the regulation and control of air emissions or of noise, or even urban planning. Environmental services are a subset of local, or urban, public services, and could be defined as those local public services that have a direct or indirect bearing on the quality of the environment. Environmental services have three important characteristics.
