Abstract
As Minister Alders noted in his opening address, no one at UNCED could imagine to the full extent what it meant to include the option of JI in the text of the FCCC. During the Groningen Conference the concept of JI has been considered from a lot of different angles. It was for instance seen as a new challenge for cooperation between developed and developing countries thereby investing in world peace and security. Moreover, it has been recognized as a promising instrument which could make a significant contribution to achieving the long-term goal of the FCCC. We have looked not only at the opportunities JI offers, but also at the risks it entails. We have discussed ways to maximize the benefits and minimize the risks.
